This is an application filed under Section 151 of CPC, 1908 seeking the following reliefs:- "I. In view of the mischevious non compliance of the order (Annexure 7) petitioner prays hon'ble Court to revive/restore the disposed WRIT and adjudicate the same under due WRIT procedure by compelling affidavit on the respondents. Restore the writ petition to its original number and hear it on merits after compelling counter affidavits on the Respondents in public interest.

II. Revive the writ and direct DDA to process/approve application, issue CD/AS, ignoring false and baseless deficiencies. Direct the Respondents to conduct internal systems audit into the delays and take corrective action, and disclose the SOP for issuing CD/AS expeditiously as per the intent of the 2019 Act.

III. Impose costs/penalty for non-compliance of Courts orders..."

For the reasons stated in the application, issue notice. 3.

Ms. Sachdeva, learned counsel who was present in Court, has been requested to accept notice on behalf of respondent No. 1/GNCTD, which she has so done and Mr. Yadav, learned counsel accepts notice on behalf of respondent No. 2. They seek and are granted time till the next date of hearing to file a reply.

Issue notice to other respondents through all modes including electronic on the petitioner taking steps within one week from today, returnable on 24.07.2026.
