considered for appointment to the post of an Administrative Officer in the Border Roads Organisation (in short, "BRO"), pursuant to the Advertisement No.6 dated 28.03.2009, whereby 31 posts of Administrative Officer „Group-A‟ posts were advertised in the BRO. 2.

Admittedly, the petitioners were placed in the Reserve Panel declared by the respondent no.7, that is, the Union Public Service Commission (in short, "UPSC"), wherein the name of the petitioners in W.P.(C) 172/2017, that is, Shri Atma Prakash Yadav and Shri Manoj Kumar Pant, appeared at serial numbers 3 and 8 respectively, while the name of petitioner in W.P.(C) 4181/2019, Shri Ardhendu Sekhar, appeared at serial number 5.

The learned counsel for the respondents submits that the Reserve Panel has been fully operated as far as the unreserved category candidates are concerned. He submits that there were a total of 15 unreserved category posts advertised in the subject advertisement, and all of them have been filled, including through the two unreserved candidates who were placed at serial number 1 and 2 in the Reserve Panel.

In view of the above submission and the vacancies having been filled, no relief can be granted to the petitioners. 5.

The petitions along with the pending applications are accordingly dismissed.
