O R D E R

Pursuant to the last date of hearing, i.e., 08th April, 2025, Minutes of Meeting dated 13th May, 2025, under the Chairmanship of Chief Secretary, Government of NCT of Delhi ("GNCTD"), has been placed on record. 2.
This Court has taken note of the said Minutes of Meeting, wherein, it is categorically stated as follows:

After the detailed discussion, the Worthy Chief Secretary, Govt. of NCT of Delhi directed as under:- (i) The Services Department, GNCTD has to ensure that the requisite manpower shall be provided to the Directorate of Gurdwara Elections, for the preparation of fresh Electoral Roll, with photographs of Sikh voters of Gurdwara Wards of the Delhi Sikh Gurdwara Management Committee.
(Action: Services Department, GNCTD) (ii) The IT Department, GNCTD shall expedite the proposal of the Directorate of Gurdwara Elections, GNCTD for hiring of Data Entry Operators/Programmer on the 'outsource basis' as required for the preparation of fresh Electoral Roll, with photographs of Sikh voters of Gurdwara Wards of the Delhi Sikh Gurdwara Management Committee.
(Action: IT Department, GNCTD) (iii) The Directorate of Gurdwara Elections, GNCTD has to ensure that the preparation of fresh Electoral Roll of Gurdwara Wards of the Delhi Sikh Gurdwara Management Committee is commenced expeditiously and the work is completed in a reasonable time frame, before the next elections of the Delhi Sikh Gurdwara Management Committee.

taken by the Chief Secretary, GNCTD, in presence of the Principal Secretary (Gurdwara Elections), GNCTD; Principal Secretary, (Services), GNCTD; Special Secretary (IT), GNCTD and Director (Gurdwara Elections), GNCTD.

Accordingly, the respondents are held bound by the aforesaid statement that the process of preparing the fresh Electoral Roll of the Gurudwara Wards of the Delhi Sikh Gurdwara Management Committee, shall be completed before the next elections of the Delhi Sikh Gurdwara Management Committee.

It is expected that the respondents shall adhere to the timelines, as aforesaid, and the preparation of fresh Electoral Roll of Gurudwara Wards of the Delhi Sikh Gurdwara Management Committee of GNCTD, is completed before the next elections of the Delhi Sikh Gurdwara Management Committee.

This Court is of the opinion that no further orders are required to be passed at this stage.

However, it is clarified that, in case, the respondents do not adhere to the aforesaid timelines and are unable to complete the aforesaid process expeditiously, before the next elections of the Delhi Sikh Gurdwara Management Committee, the petitioners herein shall be at liberty to revive the present writ petitions.

In the meanwhile, the GNCTD shall also take a decision as regards the prayer made by the petitioner in W.P.(C) 1381/2025, i.e., Manjit Singh Gk Versus Directorate of Gurdwara Elections and Ors., for implementation of 33% reservation of the seats for women in the Delhi Sikh Gurdwara Management Committee.

At this stage, learned counsel for GNCTD submits that the said petition can be considered as a representation. 10.
Attention of this Court is also drawn to the fact that the said issue regarding reservation of seats to women in Delhi Sikh Gurdwara Management Committee is pending before the Division Bench of this Court in W.P.(C) 4120/2025, titled as Sikh Sadbhawana Dal (Regd.) Women Reservation Versus Directorate of Gurudwara Election and Ors., which is next listed for hearing on 02nd July, 2025.

Accordingly, W.P.(C) 1381/2025, i.e., Manjit Singh GK Versus Directorate of Gurdwara Elections and Ors., shall be treated as a representation before the GNCTD. A decision in that regard shall be taken, subject to any directions that may be passed by the Division Bench in W.P.(C) 4120/2025.
