% 07.02.2017 After some arguments, learned counsel for the petitioner wishes to withdraw the present petition with liberty to file a fresh writ petition after impleading the necessary and proper parties. With the aforesaid liberty, present writ petition is disposed of. This Court, however, clarifies that it has not expressed any opinion on the merits of the controversy. The rights and contentions of all the parties are left open.
