The Petitioner prays for issuance of Writ in the nature of certiorari to quash the order passed by the Central Administrative Tribunal (CAT) on 17.10.2025 while dismissing her Original Application (O.A.).

As per the Recruitment Notice issued for the post of Trained Graduate Teacher (TGT)-Art Education Group 'B', a candidate is required to possess a recognized five-year's Diploma in Drawing and Painting/Sculpture/Graphic Art or an equivalent recognized Degree. Herein, the Petitioner possesses a four-year's Diploma and not a fiveyear's Diploma, hence, her candidature was rejected. She filed an O.A., which also came to be dismissed.

Learned counsel representing the Petitioner submits that some other candidate, who is pursuing a Four-year Diploma, has been selected.

qualification, she cannot claim a consideration seeking selection for the post as a matter of right. The selection of some other candidate has neither been challenged nor is an issue before this Court. Thus, it does not form a basis for the Petitioner's alleged entitlement to the post.

The CAT has considered the whole aspect in the following manner:- "8.1 We have heard the learned counsels for the parties carefully and perused the records of the case thoroughly. Here the learned counsel for the applicant tries to convince this Tribunal that the applicant has the requisite essential qualification as advertised by the respondents in their advertisement No.15/2022 for post code TGT (AE). The Respondents in their counter affidavit as well through their counsel during final hearing refer to the Essential qualification for the said post as reproduced under Paragraph 2 above and state that the applicant does not have the requisite qualification for the said post. The Advertisement is based on the extant Recruitment Rules of 2012.

The 4 Years' diploma was there in the RRs which were prevalent prior to 2012, but after the amendments to RRs in 2012, the essential qualification has been changed to "5 years Diploma" in Drawing & Painting/ Sculpture/ Graphic Art or in the alternatively an equivalent degree. It is admitted that the applicant does have an equivalent Degree in the aforementioned subjects."

We do not find any infirmity in the plausible view taken by the CAT, hence, the present Writ Petition is dismissed. The pending application is also disposed of.
