The Petitioner, presently working as Senior Manager (Finance) with Respondent No. 1, states that he became eligible for promotion to the post of Deputy General Manager (Finance) in the year 2024 upon completion of the requisite qualifying service. He contends that on 13th March, 2024, he received a WhatsApp message calling him to attend an interview for the said promotional post scheduled for 14th March, 2024. However, as he was on leave and out of station, he could not attend the interview. The Petitioner further submits that he was again called for interview on 19th March, 2025 for promotion to the said post. Though he attended the interview, he was not selected.

In the present petition, the Petitioner has also raised allegations regarding violations of the eligibility conditions prescribed under the applicable Recruitment and Promotion ("R&P") Regulations. On this basis, he challenges the promotion of Respondent No. 3, Mr. Vikas Chopra, to the post of Deputy General Manager (Finance), contending that Respondent No.3 does not fulfil the prescribed eligibility criteria. 4.
It is to be noted that the Petitioner himself has not been selected for promotion and has now invoked the writ jurisdiction of this Court, inter alia, to assail the promotion granted to Respondent No. 3. Be that as it may, the Petitioner has already submitted representations dated 25th June, 2025 and 17th October, 2025, which are pending consideration before Respondent No.1.

Since no decision has yet been taken on the aforesaid representations, the Court is of the view that Respondent No. 1 ought to examine the same and take an appropriate decision thereon, which also constitutes the principal relief in the present proceedings.

Accordingly, the present petition is disposed of with a direction to Respondent No. 1 to consider and decide the Petitioner's representations dated 25th June, 2025 and 17th October, 2025 by way of a reasoned and speaking order within a period of six weeks from today and communicate the decision to the Petitioner.

If the Petitioner approaches this Court again, the Respondents' objections regarding maintainability, including those on the ground of delay, laches, or otherwise, shall be considered in accordance with law. 9.
