This petition has been filed with the following prayers:- "a) to issue an appropriate writ in nature of certiorari to quashing/setting aside the impugned orders dated 30-08-2003 (ANNEXURE P-1) and November 2005 (ANNEXURE P-2) passed by the respondents;

b) to issue a writ in nature of mandamus directing the respondents to restore the increments accrued by the petitioner prior to punishment and pay the arrears of the original pay & allowances, increments for which the petitioner is entitled to along with interest @ 10 p.a; and (c) Issue such further appropriate writ/ order / direction as this Hon 'ble Court may be deem fit and proper in facts and circumstances of the case."

In effect, the petitioner is challenging the orders dated 30.08.2003 and November, 2005 whereby, the petitioner was imposed certain penalty(s) pursuant to a charge-sheet issued to him and the appeal thereof, was rejected vide letter dated 24.11.2025.

On a specific query, Mr. Randhir Singh, counsel on behalf of Mr. Vinod Sherawat, learned counsel for the petitioner, submits that as there was apprehension in the mind of the petitioner, that, if he approach the Court, the respondents may take some prejudicial action against the petitioner, he did not approach the Court.

Concedingly, the petition having been filed in the year 2026 for a cause of action which has arisen in the years 2003 and 2005; that too without any explanation for the delay and latches, we find no reason to entertain the present petition. The same is dismissed. The pending application, if any, is dismissed.
