The learned counsel appearing for the parties state that the issues involved in the present petition are covered by the decision of this Court in Mukut Pathak and Ors. v. Union of India and Anr.: W.P.(C) 9088/2018 and Other Connected Matters, decided on 04.11.2019 and the said decision is determinative of the controversy involved in the present petition.

In view of the above, the present petition is disposed of in terms of the aforesaid decision.
