O R D E R

In deference to the earlier observations, the concerned District Magistrate has filed the affidavit dated 18.04.2026. Paragraphs 6 to 12 of the said affidavit are extracted as under:

"6. Accordingly, the answering respondent has issued directions to the concerned SDMs, to conduct time-bound enquiries in such matters and to proceed with disposal in accordance with law, especially in cases where one or more parties fail to appear, with an aim to take such cases to their logical conclusion based on available records and evidence. Copy of orders annexed as Annexure - "I" & "II" (Colly).

That in this regard, a meeting was also convened by the answering respondent, with the concerned SDMs, wherein all SDMs have been directed to monitor the progress of disposal of cases under the Act and to ensure strict adherence to timelines. During the said meeting, a broad strategy has also been planned to dispose of the pending cases under the Act. Copy of meeting notice and minutes of meeting are annexed as Annexure - "III" & "IV".

That it is also submitted before this Hon'ble Court that during the said meeting conducted with SDMs of District South, it was informed by SDMs that in various cases, complainant and respondents do not The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. appear despite issuance of various notices. In this context, the answering respondent has also directed the concerned SDMs of District South to issue final/ last notice to those parties who neither appear nor submit any reply/ representation in respect of their cases. Further, in such cases, if the parties do not appear, it has been decided that the concerned SDMs may submit "no appearance report" before the answering respondent, who will further disposing of such cases.

9. That it is respectfully submitted that the undersigned has taken the charge as District Magistrate South in June, 2025 and since the time has disposed of approximately 153 case, keeping in mind the intent and spirit of the Act.

10. That pursuant to the directions passed by this Hon'ble Court, it is further submitted that all remaining pending cases shall be taken up on priority and will be disposed of expeditiously in accordance with the applicable rules and the provisions of the Act.

Keeping in view of the above facts and circumstances, it is most respectfully and humbly prayed before this Hon'ble Court that the answering respondent may be granted six months' time may be granted for disposal of the pendency of 183 cases under the Act, after issuance of due notices to parties.

12. That it is humbly submitted that undersigned assures that the orders/ directions passed by this Hon'ble Court shall be complied with in a timely manner and in its letter and spirit." 2.

The affidavit of the concerned official is taken on record. He shall remain bound by the statement made therein.

Since the petitioners' grievance stands mitigated, accordingly, the petition, at this stage, stands disposed of. Pending application also stands disposed of.

The concerned authority to bear in mind that the notices normally are issued to the respondent against whom the adverse order is proposed to be passed.
