On 27.02.2026, the following order was passed: "W.P.(C) 2724/2026
3. The petitioner/Ramakant Singh, is physically present in the Court; whereas Colonel Anand A. Shirali and Subedar Ranveer Singh, officers of the respondents, have joined the proceedings virtually.
4. Colonel Shirali submits that the petitioner had participated in the firing test (day and night) held on 02.08.2025. Since he did not qualify in the said test on 02.08.2025, he was given a 2nd opportunity to reappear on 04.08.2025. The petitioner reappeared in the firing test (day and night) held on 04.08.2025, wherein he got fewer marks than the test held on 02.08.2025; hence, he was disqualified and not recommended for extension of service. He submits that, as per his instructions, from the members of the screening board, the petitioner was present on both dates, i.e., The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

5. Subedar Ranveer Singh, who was part of the screening board, further confirms and reiterates that the petitioner was present on 02.08.2025 and 04.08.2025 and had participated in the firing test (day and night) on those dates.
6. On the other hand, the petitioner submits that he had undergone Leader Management Training from 31.05.2025 to 11.07.2025 at Bareilly. He further submits that between the period from 13.07.2025 to 11.08.2025, he was on a sanctioned leave and during the leave period, he was at his hometown at Dinapur, Distt. Ghazipur, U.P. and had never visited the unit at Naugam, J&K. He has made reference to his visit to the Bank at Ghazipur on different dates (during this period) for making cash deposits in his bank account and to update his KYС.
He states that he was not present at Naugam, J&K and he has not participated in the firing tests (day and night) held on 02.08.2025 and 04.08.2025.
7. On a specific query, he states that he has four mobile numbers bearing No.7754996837 (Airtel), 7051646837 (Airtel) and 9473821998(BSNL). He states that mobile number 7408428750, as reflected on the Bank pass book, is not being used by him since 2015.

Appropriate be that the Registrar General of this Court shall requisition the Call Detail Records and Cell Tower Location Chart of the aforesaid first three mobile numbers for the period from 13.07.2025 to 11.08.2025 from the concerned service provider and place the same on the record of this Court.
9. As this Court requires the presence of the petitioner, we deem it appropriate to direct that the petitioner shall not be discharged from service on the date scheduled, i.e., 28.02.2026, till further orders.
10. It is made clear to the petitioner that on account of the passing of this interim order, no equity shall enure to the petitioner, in the eventuality of this petition being dismissed.
11. The petitioner has been directed to sign a copy of this order in acknowledgement of the correctness of his statement recorded hereinabove.

1. Ref this office letter No.B/33098/Screening/AG/PS-2(c) dt. 24 Mar 2026 and consequent Hon'ble High Court of Delhi order dated 02 Apr 2026 in WP(C) 2724/2026.
2. In instant case JC-473750P, Nb Sub Ramakant Singh of 20 RAJ RIF was overlooked for grant of extension of service by two years, wherein, infirmities in conduct of screening for extension have come to notice of the competent authority under following circumstances:- 2.1 JCO has filed petition in High court Delhi vide WP (C) No 2724/2026.
2.2 JCO has completed Terms of Service on 28 Feb 2026 w/o grant of extension 2.3 JCO is continuing in service under judicial order of stay on release as granted by Hon'ble High Court of Delhi vide order dated 27 Feb 2026.
3. The matter has come to notice of competent authority and under above circumstances, fair chance for extension of service to the JCO is justified and shall be granted in following manner:- 3.1 The board proceedings and consequent results for extension of service wrt Nb Sub Ramakant Singh will be set aside by the next superior authority, as procedural lapses in conduct of the board have been noticed.
3.2 Separate firing test will be conducted re for the JCO at Regimental Centre to asses suitability of the JCO, taking into account the performance on other tests/qualifying requirements already undertaken as also laid down criteria as stipulated ide AG/ PS-2 letter No B/33098/Screening/AG/PS-2(c) dt. 06 Jan 2023.
3.3 On qualifying for extension, the service of the JCO will be extended by two years from 15 Feb 2026 at par with his batch mates/ individuals considered in same screening board. 3.4 Till results of the screening are declared, the JCO will continue The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.
in service under judicial order dt 27 Feb 2026 already in place. 3.5 The service duration between 28 Feb 2026 to grant of extension will be regularized through implementation of court order dt 27 Feb 2026 and subsequently.
4. Cognisance of procedural lapse in screening board has been taken and same is not being commented upon pending inquiry into the matter. However, necessary stern action will be initiated to address the lapse and avoid future occurrence.
5. In view of the above, it is prayed that Hon'ble court may be pleased to dispose of the proceedings of the WP(C) 2724/2026 accordingly. (Zorawar Singh) Col Col PS-2"
