This petition has been filed with the following prayers: "a) Issue a Writ of Certiorari or any other appropriate Writ, Order or Direction, quashing the disciplinary order dated 25.02.2015 imposing the penalty of reduction of pay for a period of two years, and all subsequent appellate orders, including the order passed by the Special Director General dated 25.01.2017 upholding the said arbitrary and disproportionate punishment against the Petitioner.

b) Issue a Writ of Mandamus or any other appropriate Writ, Order or Direction, directing the Respondents to forthwith restore the Petitioner's full pay and allowances, along with all consequential benefits, as if the impugned punishment had never been imposed.

c) Issue a Writ of Mandamus or any other appropriate Writ, Order or Direction, directing the Respondents to expunge all adverse entries, if any, made in the service record of the Petitioner pursuant to the impugned disciplinary proceedings. d) Issue a Writ of Mandamus or any other appropriate Writ, Order or Direction, directing the Respondents to take appropriate action against Respondent No. 3 for his arbitrary and highhanded conduct, as deemed fit and proper by this Hon'ble Court. e) Pass such other and further order or orders as this Hon'ble Court may deem fit and proper in the facts and circumstances of the present case and in the interest of justice." 4.

Apparently, the challenge in this petition is to an order issued on 25.02.2015 imposing a penalty of reduction of pay for a period of two years and the dismissal of the appeal filed by the petitioner vide order dated 25.01.2017.

There is no explanation for the delay and laches in approaching this Court after a period of almost 11 years.

We find no reason to entertain the present petition. 7.

The petition is dismissed on account of delay and laches. V.
