The instant writ petition, under Article 226 of the Constitution of India read with Section 528 of the Bharatiya Nagarik Suraksha Sanhita, 2023, is in the nature of habeas corpus seeking a direction to the Responents to trace and produce the father of the Petitioner who has been missing since 17.02.2023.

A Status Report was filed on 17.02.2025.

Vide Order dated 19.05.2025, this Court directed the Respondents/State to ensure that the Artificial Intelligence Software concerning Facial Recognition is implemented throughout the State of Delhi, the way it has been implemented in few of the districts. 4.

A Status Report has been filed today before this Court, stating The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

that the steps have already been taken to comply with the earlier directions of the Court. The report also includes the details of the efforts made to trace the missing father of the Petitioner, which are reproduced below:

"Briefly stated facts are that on 18.02.2023, a missing report of Raja Ram s/o Hazari, Age-52 Years vide DD No-98A dated-18.2.2023 PS-Ranhola, Delhi was registered, on the complaint of his son Dil Khush R/o C-3/11, Nangli Vihar Extension, Najafgarh, Delhi. In this regard, a case was registered vide FIR No. 107/2025 u/s 140(3) BNS 2023, PS Crime Branch. The following fresh efforts have been made by the investigation agency so far, to trace the missing/abducted person:-

1. That on 11.06.2025, during course of investigation, after obtaining the latest photo of the victim, compliance of SOP 18/24 was repeated, in which the Hue and cry notices containing details of missing were sent to all concerned agencies viz Missing Person squad, CIC/CBI etc. for broadcasting the same on local T.V channels and leading newspapers.

2. That on 13.06.2025, search of missing person was made at public places such as New Delhi Railway Station, Old Delhi Railway Station, Kashmiri Gate ISBT. Hue and Cry Notices of the victim were pasted at the conspicuous part of these public places.

3. That on 14.06.2025, Portal of Un-identified dead bodies is being checked regularly on ZIPNET to match the details of the victim and "Khoya Paaya" platform was also checked on the online portal of Missing Person Squad. But no clue about victim was found.

4. That on 16.06.2025, a letter from the office of DCP Crime -II has been written to all Joint CP/Safe City Project and Districts/Units requesting therein implement/install Face Recognition Software in their respective District/Units for the compliance of the order of the Hon'ble Delhi High Court dated 19.05.2025.

5. That on 19.06.2025 during the course of investigation, local enquiry was also conducted from the neighbors of complainant and they were asked about the missing person.

6. That on 26.06.2025 during the course of investigation, Narender r/o Village Baprolla, Delhi, brother in law was examined but no clue found.

7. That on 27.06.2025 during the course of investigation, Jai Singh r/o JJ Colony, Sector-24, Rohini, Delhi property dealer, friend of victim was enquired telephonically but no clue found.

8. The details and photographs of the missing person has been shared with a number of NGOs, working in various States of India.

9. That on 10.07.2025 Request was sent to Apna Ghar Aashram, Bharatpur Rajasthan and Delhi regarding the admission of such person. But no clue found.

10. That on 12.07.2025 the local enquiry was conducted regarding the missing person in the areas of Ranhola and Nangloi, but no clue found.

11. It is respectfully submitted that sincere efforts have been made to trace the victim. The investiagtion Officer is in touch with complainant and further efforts shall be made to trace the victim.

It is further submitted that sincere efforts are being made to trace the missing victim, but no clue/information has been received so far. The undersigned is willing to abide by the directions if any passed by the Hon'ble Delhi High Court."

Since the father of the Petitioner has not yet been traced, this Court finds no justifiable reason to retain the present writ petition. 6.

However, the police shall continue their efforts to trace the father of the Petitioner and are directed to submit quarterly Status Reports before the concerned Magistrate.

Accordingly, the petition stands disposed of in the aforementioned terms.
