On 30.04.2026, we had reserved liberty in the petitioner to agitate all issues of his alleged illegal detention in appropriate proceedings, including before the learned Single Judge, where we were informed that the petitioner had already filed an application seeking bail.

As far as compliance with the judgment of the Supreme Court in Paramvir Singh Saini v. Baljit Singh & Ors., (2021) 1 SCC 184, is concerned, we had inquired from the learned Standing Counsel for the respondent/State whether any proceedings regarding the same are The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. pending before the Supreme Court.

Today, our attention has been drawn to the order dated 04.05.2026 passed by the Supreme Court in Suo Moto Writ Petition (Civil) No. 7/2025, titled In Re Lack of Functional CCTVs In Police Stations, whereby the Supreme Court is considering the issue of compliance with its directions in Paramvir Singh Saini (supra) and has directed the learned Amicus Curiae appointed therein to hold another meeting with the Home Secretaries (or his nominee not below the rank of the Joint Secretary/Additional Secretary) of the Central Government as well as of all the States and Union Territories, either physically or virtually, as the case may be, on 06.05.2026. The said petition has been directed to be listed again before the Supreme Court on 13.05.2026.

As the matter of compliance is being watched over by the Supreme Court, we do not deem it appropriate to proceed with a similar exercise in the present petition.

We, however, reserve liberty in the petitioner to approach the learned Amicus Curiae appointed by the Supreme Court, if he so desires.
