Although the said applicant has not been arrayed as a party in these proceedings, in our considered opinion, the same should not stall the disposal of the writ petition which itself is confined to the consideration of the complaint which has been made. 3.

Accordingly, and without going into the veracity of the allegations levelled, we dispose of the writ petition by providing that the complaint as made shall be duly examined by the concerned respondents and appropriate action as may be warranted taken in accordance with law. The respondents shall proceed further with due notice to all concerned parties.

All rights and contentions of respective parties on merits are kept open.
