This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:- "a. Issue an appropriate writ, order or direction, including a writ of Mandamus, directing Respondent No. 3 (State of Rajasthan through Chairman, NEET PG Admission/Counselling Board-2025) to formally declare and upload the Petitioner's status as "Not Reported/Not Joined" in respect of the Round-3 seat allotted to her in Rajasthan State NEET-PG Counselling 2025; and/or b. Issue an appropriate writ, order or direction directing Respondent Nos. 1 and 2 to ensure correction and updation of the centralized counselling database/portal to reflect the The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

Petitioner's correct status as a "non-Joined/not Reported" candidate; and/or c. Issue an appropriate writ, order or direction directing Respondent No. 4 (State of Uttar Pradesh through Director General, Medical Education) to consider the candidature of the Petitioner for allotment of seat in the Stray Vacancy Round strictly in accordance with her merit; and/or d. Issue a writ directing the Respondents to remove any system-generated ineligibility flag operating against the Petitioner arising from the Rajasthan Round-3 allotment; and/or..."

The brief facts of the case are that the petitioner is a medical graduate who qualified NEET -PG 2025 with All India Rank 142425 and 228 marks. She participated in Rajasthan State NEET-PG Counselling 2025 and was provisionally allotted MD (Anaesthesia) at Geetanjali Medical College & Hospital, Udaipur in Round-3 vide Allotment Letter dated 16.02.2026.

The Petitioner consciously chose not to report or join the allotted seat in Rajasthan and consequently, her security deposit for the said round was forfeited.

Subsequently, the petitioner registered for the Stray Vacancy Round of UP NEET-PG Counselling 2025 and was permitted in UP NEETPG Counselling 2025. 5.

However, she has not been allotted any seat as the Rajasthan Counselling authority has inadvertently shown the petitioner as "joined/ reported" for the MD (Anaesthesia) at Geetanjali Medical The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

Hence, the present petition is filed.

Ms. Kaushik, learned counsel appearing on behalf of respondent No. 2 states that the Medical Counselling Committee ("MCC") is only running the portal for state counseling and in case the DME Rajasthan does not show the status of the petitioner as not reported/ not joined, the petitioner will have to approach Rajasthan High Court and not this Court as the respondent No. 2 is only running the portal. 8.

Mr. Singhdev, learned standing counsel for the respondent No.1, states that the petitioner is seeking a seat in UP and she should approach the Allahabad High Court. He further states that NMC cannot issue directions to DME UP or DME Rajasthan in this regard. 9.

There is no cause of action for filing the petition in this Court. The respondent No. 2 is only running the portal and uploads the information it receives. Similarly, respondent No. 1 is the National Medical Commission has no role in declaring and uploading the petitioner's status on the portal. The petitioner's cause of action if any is against respondent Nos. 3 and 4. Hence, this Court does not have the territorial jurisdiction to entertain the present matter. 10.

In view of the above, the petitioner is at liberty and may approach the appropriate court with her grievances.
