% 04.02.2016 Though the present writ petition has been filed with number of prayers, learned counsel for petitioner states that he would be satisfied in the event, the petitioner's representation is disposed of. A copy of the representation has today in Court been handed over to Ms.Mala Narayan, learned counsel for respondent No.4. Consequently, present writ petition is disposed of with a direction to respondent No.4 to decide the petitioner's representation dated 18th February, 2015.

However, this Court clarifies that it has not expressed any opinion on the merits of the controversy. Rights and contentions of all parties are left open.

In the event, the petitioner is aggrieved by the order disposing of the representation, petitioner shall be at liberty to file appropriate proceedings in accordance with law.
