The five Petitioners in the present petition seek initiation of the contempt proceedings against the Respondent for wilful defiance of the directions of this Court dated 20.11.2024 passed in W.P.(C) No. 5964/2024.

Learned counsel for the Respondent is present on advance notice.

In a nutshell, the Respondent has to finalize the Regulations for promotion to the post of Assistant Secretary-I. This Court had directed that the process be completed not later than two months from the date of receipt of the Order dated 20.11.2024. Learned counsel for the Respondent submits that as per instructions received, a draft note had been sent to the Competent Authority subsequent to which certain clarifications were sought on 14.01.2025 which were eventually submitted on 14.02.2025. Learned counsel for the Respondent requests three months' time to finalize the relevant regulations and also consider the case of the present petitioners.

In view of the above, the present petition is disposed of with the direction to the Respondent to complete the entire process of finalization of the Regulations for Promotion to the post of Assistant Secretary-I and also consider the case of the Petitioner within three months from the date of receipt of this Order. 7.

The petition is accordingly disposed of with liberty to Petitioners to approach this Court in case no action is taken by the Respondent.
