This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:- "(a) Issue a writ of mandamus directing Respondent Nos. 5 and 6 (NIELIT and NIELIT Ajmer Campus) to forthwith issue the No Objection Certificate (NOC), Transfer Certificate (TC), and all consequential academic records required for the Petitioner's transfer/migration on medical grounds (including marksheets, grade cards, migration/transfer-related The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

(c) Direct that upon issuance of NOC/TC whether pursuant to Prayer (i) or Prayer (ii) above, Respondent Nos. 5 and 6 shall simultaneously issue all academic documents including marksheets, migration certificate, and any other institutional records required for admission to the receiving institution, so as to ensure academic continuity without further procedural delay;

without an effective, competent, and time-bound remedy by reason of inter-authority deflection;

(e) Pending disposal of the present writ petition, direct Respondent Nos. 5 and 6 to: (i) maintain status quo with respect to the Petitioner's enrolment and academic standing; (ii) permit the Petitioner to appear in the Semester IV examinations scheduled in May 2026 and to complete all internal assessments, practicals, other academic requirements pending before those examinations, without any adverse consequence by reason of the pendency of this petition or of the Petitioner's transfer request; and (iii) take no adverse or coercive action affecting the Petitioner's academic status, attendance record, or examination rights on account of the present proceedings;

(f) Award costs of the present petition in favour of the Petitioner and against the Respondents; . . ." 2.

Ms. Zaidi, learned counsel for the petitioner, states that she is satisfied if the prayer 'a' is granted.

Mr. Rai, learned counsel for the respondent Nos. 5 and 6, states that since the petitioner is seeking transfer, respondent Nos. 5 and 6 will issue the No Objection Certificate, in accordance with the extant rules and regulations, to the institute where the petitioner is desirous of taking admission.

Taking his statement on record and binding the respondent Nos. 5 and 6 to the same, the present petition is disposed of. 5.
