Accordingly, the present application stands disposed of. W.P.(C) 3014/2024 1.

Present public interest petition has been filed seeking issuance of directions to the Respondent No. 1 to:(i) merge Meerut Commissionerate, Faridabad, Gurugram and Sonipat districts in Delhi; (ii) merge Saharanpur Commissionerate of U.P. and the U.T. of Chandigarh in the State of Haryana; (iii) shift the capital as well as the High Court of Haryana to Kurukshetra, instead of Chandigarh; and (iv) shift the capital as well as the High Court of Punjab to Jalandhar, instead of Chandigarh. 2.

The Petitioner, who appears in person states that since the Meerut Commissionerate is farther away from Lucknow as compared to Delhi, the residents of Meerut face difficulties while attending judicial proceedings at The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. He states that residents of both the states of Punjab and Haryana face difficulties while attending judicial proceedings at the High Court of Punjab & Haryana situated at Chandigarh. He thus advocates for merging of Meerut Commissionerate, Faridabad, Gurugram and Sonipat Districts with the Union Territory of Delhi as these districts are located much closer to Delhi as compared to Chandigarh. He further states that general public residing nearby Amritsar and border areas face difficulties in approaching Chandigarh, and thus prays that the capital as well as the High Court of Punjab may be shifted to Jalandhar.

Having heard the Petitioner, who appears in person, this Court is of the view that the present petition has been drafted and filed in ignorance of Article 3 of the Constitution of India, which empowers the Parliament to, inter alia, form a new State by separation of territory from any State or by uniting two or more States or parts of States or by uniting any territory to a part of any State, increase or diminish the area of any State and to alter the boundaries of any State. However, a Bill for such purpose can be introduced in either House of Parliament only on the recommendation of the President. 4.

Moreover, to put it mildly, the petitioner has an exaggerated notion of the power and jurisdiction exercised by this Court under Article 226 of the Constitution.

Accordingly, the present writ petition is dismissed.
