Ms. Avni Singh, learned counsel, on instructions, submits that the department is taking up the issue at the higher level in order to redress the practical difficulties encountered by the parties in their physical appearance. The same however will take some time. Depending upon the same, the final decision shall be taken, if at all it is found necessary. 2.

The petition however, is for the directions to the respondents to permit the petitioners to appear through Video Conferencing for the purpose of registration of their marriage. Various difficulties have been pointed out and it is undertaken that the petitioners shall complete all formalities including payment of necessary fees/late fees etc.

The Delhi (Compulsory Registration of Marriage) Order, 2014 requires the physical appearance of the parties. various cases including Reena Chadha & Anr. vs. Govt. of NCT of Delhi,1 Madiha Shariq v. Govt of NCT of Delhi,2 Khadija & Anr. vs. Govt. of NCT of Delhi,3 and Garima Singh & Anr. vs. Govt. of NCT of Delhi,4 has granted exemption to the parties from physical appearance before the authority and directed that their presence be allowed through Video Conferencing.

Having considered the overall controversy involved in the present petition, it is thought apposite to direct the respondents to allow the petitioners to appear through Video Conferencing subject to convenience of the concerned officer as well as the petitioners. 5.

The petitioners, however, shall produce the local witnesses physically before the concerned officer and shall complete all formalities through a power of attorney holder or an authorized representative. 6.

With these observations, the petition stands disposed of.
