1. The Petitioner who was working as a Constable/General Duty in the CISF is aggrieved by an order dated 17th November 2011 passed by the Respondents removing him from the service. He is also aggrieved by the rejection of his statutory appeal by an order dated 30th August 2012 and his revision petition by an order dated 13th February 2013.

2. Along with the present writ petition, the Petitioner has filed CM APPL.12178/2019 seeking to explain the inordinate delay in filing the present petition.

3. In the said application, apart from stating that the earlier counsel to whom the Petitioner had entrusted the papers had expired due to heart attack, and that papers were entrusted to the present counsel in the month of November

2018, there is no convincing explanation for the actual delay in approaching the Court for relief. Considering that the removal order was passed in November 2011, and the order rejecting his revision petition was passed on 13th February 2013, the delay of over five years in approaching the Court under Article 226 of the Constitution ought to have been explained satisfactorily.

4. In that view of the matter, the writ petition is dismissed on the ground of laches. The pending application also stands dismissed. S. MURALIDHAR, J.
