Proceedings of the matter have been conducted through video conferencing.

Learned counsel for the petitioner submitted that it would suffice for the disposal of this writ petition if a suitable direction is given to the concerned respondent authorities to decide the representation of the petitioner by way of a post-decisional hearing, for quashing letter dated W.P.(C) 1022/2020
23.10.2018 (Annexure P-13), public notices dated 25.10.2018, 30.10.2018, 02.11.2018 and 24.12.2019 and subsequent circulars and trade notices dated 26.10.2018 and 29.10.2018.

We, therefore, direct that upon submitting detailed representation by the petitioner to the respondent No.3, the same shall be decided by respondent No.3 in accordance with law, rules, regulations and Government policy applicable to the facts of the case. In case the respondents intend to rely on any other document(s) other than the documents already filed in their counter affidavit before this Court, the copies thereof shall be supplied by the respondent to the petitioner within a period of two weeks from the date of receipt of the copy of this order. Thereafter, within two weeks, the petitioner shall prefer a representation to the respondent No.3 and the same shall be decided in accordance with law, rules, regulations and Government policy applicable to the facts of the case. The hearing shall be given to the petitioner either personally or through video conferencing. The decision shall be taken by the respondent No.3 as early as possible and practicable, preferably within a period of eight weeks from the date of receipt of the aforesaid representation.
