This writ petition seeks the following relief: "a.
Issue a order, writ, direction, instruction in the nature of certiorari thereby directing the respondent no. 1 & 2 to grant study leave for 03 years for pursuing DNB sponsored courses for in-service candidates and to provide no objection certificate for the same along with relieving letter to join allotted seat through proper channel;
b.
Issue a order, writ, direction, instruction in the nature of mandamus thereby directing the respondent no. 4 to issue vigilance clearance certificate to the petitioner for further higher study in DNB Medicine in compliance of memorandum dated 2.11.2012; c.
Issue a order, writ, direction, instruction in the nature of mandamus thereby directing the respondents to stay the seat of the petitioner which is already allotted till the final disposal of the writ petition;"

Petitioner can be effectively addressed before the Central Administrative Tribunal. Reliance is placed on the judgment of the Supreme Court in L. Chandra Kumar v. Union of India & Ors.,2 to contend that service disputes of this nature must first be agitated before the CAT rather than by invoking the writ jurisdiction of this Court.

In view of the above, counsel for the Petitioner seeks leave to withdraw the present petition with liberty to approach the Central Administrative Tribunal, in accordance with law. 4.
Leave and liberty as prayed for, are granted. 5.
The Court has not commented on the merits of the case. All rights and contentions of the parties are left open.

Disposed of along with pending application.
