Heard learned counsel for the parties.

This Public Interest Litigation petition has been filed raising concerns in respect of handling of public parking spaces and the contracts and tenders floated there for by the Municipal Corporation of Delhi. in respect of the parking spaces maintained by the Northern Railways have also been highlighted in the petition.

The petitioner has made various complaints to the authorities concerned which are enclosed as Annexure P-2, P-3, P-4, P-7, P-8, P-9, P12, P-13, P-14, P-15 and many others which have been enlisted in prayer clause 6 of this petition.

Having regard to the nature of grievances raised in this petition, we find it more appropriate to require the petitioner to make a comprehensive representation in respect of the grievances raised in this petition to the appropriate authority of the Municipal Corporation of Delhi, and also to the authorities concerned of the Northern Railways/ Railways Ministry. 5.
Accordingly, we permit the petitioner to make a comprehensive representation for redressal of the grievances taking all the pleas which may be available to the petitioner and enclosing all the documents therewith which he intends to rely on to the aforesaid authorities within a fortnight from today. Once any such representation is made, the same shall be attended to and appropriate decision thereon shall also be taken by the authorities concerned in accordance with law. The decision so taken shall also be communicated to the petitioner. We further direct that on decision of the representations to be preferred by the petitioner, if the authorities come to the conclusion that certain actions are to be taken for mitigating the grievances raised in the instant petitions, such action shall also be taken by the authorities concerned with promptness. The decision under this order shall be taken by the authorities concerned on the representation to the preferred by the petitioner, within a period of two months from today if any such representation is received.
