The petitioner is a non-governmental organisation engaged in various surveys and training programs to promote handicrafts and other tribal artefacts of the State of Assam.

It is submitted that the sole motive of the petitioner Society is to economically uplift the tribal society by selling tribal artefacts in the domestic as well as international market.

It is submitted that in the year 2011, the society had carried out certain surveys and training program at Village Kapalkata, PO Sonapur, District Kamrup, Assam-782402 upon submitting proposals to the Ministry of Textiles. Certain sanction orders were issued to the society and grant in aid for the year 2011-12 was also sanctioned.

It is stated that in the circumstances, the society had to take a loan to complete the project. Upon completion of the training program, the society had placed its report to the respondent no.2 and sought reimbursement from the respondent no.2. 5.

It is submitted that the society also got the local artisans medically insured under the "Janashree Bima Yojna" with their own resources and requested respondent no.2 for its reimbursement. However, the said request was also not responded to by the respondent no.2. 6.

In the circumstances, several representations have been made by the petitioner to the respondent no.2.It is submitted that the said representations have not been considered by the respondent no.2.Certain RTI applications are also stated to have been filed by the petitioner, however, to no avail. 7.

The limited relief sought by the petitioner in the present petition is that the respondent no.2 be directed to decide the representations dated 26.06.2014, 04.09.2015, 08.01.2019 and 04.12.2023. 8.

Considering the limited relief sought by the petitioner, the present petition is disposed of with a direction to the respondent no.2 / Office of the Development Commissioner (Handicrafts), Ministry of Textiles to decide the aforesaid representations of the petitioner by passing a speaking order, after affording an opportunity of hearing to the petitioner. 9.

Let the aforesaid exercise be concluded as expeditiously as possible and in any event within a period of eight weeks from today. 10.
