Learned counsel for the respondent no.1 accepts notice. After some arguments, it is revealed that as per clause 17, the appeal is available to the petitioner against the impugned order dated 04.12.2018 Accordingly, I hereby give liberty to the petitioner to file an appeal within two weeks from today and the appellate authority shall consider the same and pass a reasoned order thereafter.

The petition is, accordingly, disposed of with the directions as mentioned above.
