The petitioner, who stands convicted of an offence under Section 302 of the Indian Penal Code, 1860, is presently undergoing a sentence of life imprisonment and has already completed more than 15 years of actual incarceration. He is currently lodged in Central Jail No. 14, Mandoli, New Delhi.

The petitioner has preferred an application seeking parole for three months to complete the construction of his house, and is aggrieved by the fact that the said application has not elicited any response from the concerned authorities.
