Mr. Ripudaman Bhardwaj, learned CGSC, on instructions, submits that the petitioner's representation against the order of blacklisting is pending before the Inter-Ministerial Committee. The same would take about two weeks' time for its conclusion.

The Court finds that the impugned decision is in contravention of the principles laid down by the Supreme Court in M/s. Kulja Industries Ltd. v. Chief Gen. Manager W.T.Proj. BSNL & Ors., (2014) 14 SCC 731 as well as various other decisions where the Court has emphasized for adherence of the principles of natural justice before passing an order of blacklisting of an The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. entity. The Court has said that the blacklisting would amount to a "civil debt" of the company.

For all those reasons the Court finds that the impugned order would not withstand the scrutiny of law. However, without expressing any final opinion, the liberty is granted to the Inter-Ministerial Committee to go ahead with the petitioner's representation and to take it to its logical conclusion. However, in the meantime, the impugned order dated 30.10.2025 shall be kept in abeyance. If after decision is taken and the petitioner's grievance is not fully mitigated, it shall be at liberty to take appropriate recourse in accordance with law.

Accordingly, the writ petition stands disposed of. Pending application also stands disposed of.
