After canvassing some arguments, Mr. Ravi Gupta, learned Senior Counsel for the Petitioner seeks to withdraw this writ petition with liberty to raise all legal and factual issues raised in this writ petition before the District Judge, where appeal bearing MCD Appeal No.01/2019 is pending. 2.

This writ petition is disposed of as withdrawn, with liberty as prayed for. All rights and contentions of the parties in the present writ petition including all legal and factual issues, are left open to be raised in the pending appeal.
