The writ petition is accordingly dismissed as withdrawn, with liberty as prayed for.

In the event any proceedings are initiated before the CAT, the same shall be decided in accordance with law. It is clarified that this Court has not expressed any opinion on the merits of the case or on the maintainability of the said proceedings.
