Ms. Arunima Dwivedi accepts notice on behalf of the respondents. 3.

In view of the directions that I propose to pass, Ms. Dwivedi says that she will argue the matter on the basis of the record presently available. 4.

The limited grievance of the petitioner is that despite the Appeal Committee of the NCTE remanding the matter to the Northern Regional Committee (NRC) as far back as on 27.08.2019 to consider the petitioner's application for grant of recognition qua B.Sc.B.Ed. course, there has been no movement in the matter.

The record shows that the petitioner had applied as far back as on 29.06.2016 for grant of recognition vis-a-vis one unit qua B.A.B.Ed. course and for another unit, albeit ̧ qua B.Sc.B.Ed. course. 6.

The NRC vide order dated 27.05.2019 granted recognition only for one unit qua B.A.B.Ed. course. No reasons were furnished by the NRC for refusing to grant recognition vis-a-vis one unit in respect of B.Sc.B.Ed. course.

It is for this reason that the Appeal Committee remanded the matter to the NRC vide order dated 27.08.2019.

Mr. Sanjay Sharawat, who appears on behalf of the petitioner, says that thereafter, the petitioner has made two representations on 09.09.2019 and 06.01.2020, despite which, there has been no movement in the matter. 9.

According to Mr. Sharawat, since the Appeal Committee passed the remand order, the NRC has conducted seven meetings and in none of these meetings, has the petitioner's case been taken up for consideration. 10.

Learned counsel says that as per the Standard Operating Procedure (SOP), the NRC was required to take up the petitioner's matter within a period of seven days of receipt of the Appeal Committee's order, if not earlier.

In my view, the grievance of the petitioner is valid. The relevant clause of the SOP on which reliance has been placed by the petitioner reads as follows:

"l) Regarding cases remanded back by Appellate Authority or Courts, as the case may be, the Regional Director shall ensure that such matters shall be placed before the Regional Committee, with appropriate recommendations, in any meeting

within 7 days of receipt of such orders or ensuing meeting, whichever is earlier."

I may also indicate that on account of the gazette notification dated 27.01.2020 issued by the NCTE, given the location of the petitioner, the Regional Committee which may have to deal with the petitioner's case would be the Western Regional Committee (WRC). 13.

Thus, the captioned writ petition is disposed of with a direction to the concerned Regional Committee i.e. NRC/WRC to dispose of the petitioner's application for grant of recognition vis-a-vis one unit qua B.Sc.B.Ed. course in the meeting which is held hereafter keeping in mind that the cut-off date for academic session 2020-2021 is 03.03.2020. 14.
