In view of the directions that I propose to pass, Ms. Dwivedi says that she will argue the matter on the basis of the record, presently, available. 4.
The substantive prayer made in the writ petition is as follows : " Issue a writ of mandamus and direct the Respondent No.2 [or Respondent No.3] to convene an emergent meeting and decide the application of the Petitioner for D.EI.Ed course well before 03.03.2020 being the cut off date fixed by the Hon'ble Supreme Court of India in Maa Vaishno Devi Mahila Mahavidyalaya vs State of U.P & Ors [(2013) 2 SCC 617]."

To be noted, the record shows that the petitioner had filed an application qua academic session 2013-2014 for seeking recognition qua D.El.Ed. course. 6.
The record also shows that the Northern Regional Committee (NRC) issued a show cause notice dated 26.04.2019 to the petitioner. This show cause notice was replied by the petitioner on 03.05.2019. 7.
The petitioner claims that despite 12 meetings being conducted since then by the NRC, the aforementioned show cause notice has not been adjudicated.

It is petitioner's case that the cut-off date for the next academic session i.e. 2020-2021 is 03.03.2020 and that given the past record of the NRC, the petitioner may miss the deadline this time as well. 9.
In these circumstances, the NRC/Western Regional Committee (WRC) is directed to adjudicate upon the aforementioned show cause notice with due expedition, though, not later than 03.03.2020. 9.1 The reason that I have adverted to WRC as well is on account of the fact that vide gazette notification dated 27.01.2020, the jurisdiction qua the petitioner having regard to its location may, now, vest in WRC and therefore, whichever is the concerned regional committee i.e. NRC or WRC, it will take a decision in the matter, as indicated above, before the cut-off date i.e. 03.03.2020.

The concerned regional committee will preferably take up the matter concerning the petitioner in next meeting which is convened hereafter. 11.
