Issue notice to the respondents.

Ms. Arunima Dwivedi accepts notice on behalf of the respondents. 3.

In view of the directions that I propose to pass, Ms. Dwivedi says that she will argue the matter based on the record presently available. 4.

The substantive prayer made in the writ petition is as follows: "[a] Issue a writ of mandamus and direct the Respondent No.2 [or Respondent No.3] to convene an emergent meeting and decide the application of the Petitioner for D.EI.Ed course well before 03.03.2020 being the cutoff date fixed by the Hon'ble Supreme Court of India in Maa Vaishno Devi Mahila Mahavidyalaya vs State of U.P & Ors [(2013) 2 SCC 617]." The record shows that the petitioner had filed an application for running D.El.Ed. course qua academic session 2013-2014, on 11.12.2012. 6.

The petitioner's case, it appears, was considered by the Northern Regional Committee (NRC) in its 295th meeting held between 06.02.2019 and 11.02.2019.

The petitioner, without waiting for a formal show cause notice to be issued, filed a reply on 28.02.2019.

The petitioner's grievance is that, although, 12 meetings have been convened by the NRC since then, there has been no movement in its matter. 9.

I am also informed that pursuant to the gazette notification dated 27.01.2020 being issued by the NCTE, the jurisdiction qua the petitioner may now vest with the Western Regional Committee (WRC). 10.

Accordingly, the captioned writ petition is disposed of with a direction to the NRC/WRC to adjudicate upon the matter concerning the petitioner.

The concerned regional committee i.e. NRC/WRC shall deliberate upon the petitioner's matter as per law in its next meeting that is proposed to be held, keeping in mind, the cut-off date for academic session 2020-2021, which is 03.03.2020.
