This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers :- "a. Issue a Writ of Mandamus or any other appropriate writ, order or direction, directing the Respondents to permit and facilitate the Petitioner Organization, Hindustan Scouts and Guides Association, to conduct scouting and guiding activities in schools under their jurisdiction; b. Issue a Writ of Mandamus or any other appropriate writ, order or direction, directing the Respondents to grant recognition, financial assistance and all consequential benefits to the Petitioner Organization as are granted to Bharat Scouts and Guides, both being recognized by the Ministry of Youth Affairs and Sports, Government of India as national associations for scouting and guiding activities Pan-India;

c. Declare the action and inaction of the Respondents in restricting scouting and guiding activities exclusively to Bharat Scouts and Guides, to the exclusion of the Petitioner Organization, as arbitrary, discriminatory and violative of Article 14 of the Constitution of India;

d. Issue an appropriate writ, order or direction directing the Respondents to consider and decide the representations submitted by the Petitioner, including representation dated 19.03.2026, within a time-bound manner..."

For the reasons stated in the petition, issue notice. 3.

Mr. Gowrishankar, learned counsel accepts notice on behalf of the respondents.

Suri, learned counsel for the petitioner states that the representation of the petitioner is pending with the respondent Nos. 1 and 2 and he shall be satisfied if his representation is decided expeditiously.

For the said reasons, it is directed that the representation of the petitioner dated 19.03.2026 be decided expeditiously and not later than 6 weeks from today.

Needless to add, if the petitioner is still aggrieved, the petitioner is at liberty to revive the present petition and/ or file a fresh petition. 7.
