1. The Petitioner‟s revision petition was dismissed way back on 5th August, 2015. Nearly three years thereafter, he filed a representation under Section 9

(3) of the Central Industrial Security Force Act, 1968 („CISFC Act‟) assailing the order dated 5th August, 2015 which had confirmed the minor punishment of „censure‟ under Section 37 of the CISFC Act awarded to him on 20th January, 2015. This minor punishment was for „uploading his photograph in uniform‟.

2. The Petitioner has no reasonable explanation for the delay of three years in filing the further petition. As it turned out and is evident from the impugned order dated 26th November, 2018, there was no remedy available to the Petitioner for filing such a representation under Section 9 (3) of the CISFC Act. The said representation therefore was misconceived.

3. The Court does not find any reasonable explanation offered by the Petitioner for the delay in assailing the order dated 5th August, 2015. Consequently, the petition is dismissed on the ground of laches. S. MURALIDHAR, J.
