With the consent of the counsel for the parties, the matter is taken up for final hearing and disposal.

The limited grievance of the petitioner is that while the Letter of Intent (LOI) was issued on 19.9.2018 and a response qua the same was submitted by it on 5.2.2019, there has been no further movement in the matter.

Thus, the captioned writ petition is disposed with a direction to the concerned regional committee i.e. NRC/WRC to dispose of the petitioner's application for grant of recognition qua D.El.Ed. course at the earliest. W.P.(C) 2170/2020 Certify that the digital and physical file have been compared and the digital data is as per the physical file and no page is missing.

The concerned regional committee i.e. NRC/WRC shall endeavour to dispose of the petitioner's application before the cut-off date i.e. 3.3.2020 and if, for whatever reason, it is not possible, the application will be processed within a reasonable period of time. 5.

This latter direction, I have passed, in view of the fact that the petitioner has not displayed alacrity in approaching this Court at the earliest. While the concerned regional committee is at fault, certain part of the burden also lies on the petitioner.
