O R D E R

The present petition has been filed under Article 226 of the Constitution of India seeking the following relief: a) issue a writ of mandamus or any other suitable writ, order or direction to the Respondent to process the application and finally decide the application submitted by petitioner institution for grant of affiliation for 4 units (2+2) of Electrician trade from the academic session 2025-26 in a time bound manner; and/or 2.

Mr. Amitesh Kumar, the learned counsel for the petitioner submits that the petitioner has submitted an application to the respondent for grant of affiliation for 4 units (2+2) of Electrician trade for the Academic Year 202526 and the prayer in the present petition is to process and decide the same in a time bound manner.

The learned counsel appearing for the respondent, on advance service, submits that the application of the petitioner has already been decided by the The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. respondent in the 19th Meeting of "Standing Committee on Accreditation and Affiliation (SCAA)" held on 22.01.2025.

She has handed over a copy of the minutes of the said meeting at Bar and the same is taken on record. A copy of the said meeting has also been handed over to the learned counsel for the petitioner in Court. It is also submitted by the learned counsel for the respondent that the minutes of the said meeting have also been uploaded on the official website by the respondent.

A perusal of the minutes of the said meeting which are relevant to the present petitioner reads thus:

"As per the compliance report submitted by the State Directorate, Bihar, Block Dagarua is a served block as Purnea Private ITI (PU10001118) has been established there since February 2018. In view of the fact that the MSTI scheme is exclusively intended for unserved blocks, and given that the block in question falls under the served category, the application for affiliation under the MSTI scheme does not meet the eligibility criteria and is therefore not recommended.

In view of the above, Mr. Amitesh Kumar, the learned counsel for the petitioner seeks to withdraw the present petition with liberty to challenge the decision taken by the respondents in the 19th Meeting of "Standing Committee on Accreditation and Affiliation (SCAA)" held on 22.01.2025. 7.

Accordingly, the petition is dismissed as withdrawn with liberty as aforesaid.
