With the consent of learned counsel for the parties, the writ petition is taken up for hearing and final disposal.

The substantive prayers made in the writ petition are as follows : "(a) Issue a Writ of certiorari or any other appropriate Writ or Order quashing the decision of the NRC NCTE taken in its 311th meeting held from 16-17 January 2020 whereby the application seeking recognition for ITEP course submitted by the petitioner for the session 2020-2021 has been decided to be rejected; and / or (b) Issue a Writ of certiorari or any other appropriate Writ, Order or direction directing the NRC to process the application of the petitioner institution seeking recognition for the ITEP course and to grant recognition for the next academic session 2020-21." The record shows that the petitioner had submitted an application for seeking recognition qua primary and upper primary course. 6.
The petitioner uploaded the online application on 16.07.2019. The petitioner's application was, however, rejected by the respondents as the hard copy of the online application had not been received by them within 15 days as prescribed under Regulation 7(2)(b) of the National Council for Teacher Education (Recognition, Norms and Procedure) Regulations, 2014 (in short "2014 Regulations").

It is not disputed by learned counsel for the parties that the issue raised in the captioned writ petition was decided in the judgment dated 28.02.2020, passed in W.P.(C)No.2292/2020, titled Ramdev Janta Vidyalaya (Samiti) & Anr. v. National Council for Teacher Education & Anr. 8.
Accordingly, the prayers made in the captioned writ petition are allowed. 9.
The impugned decision of the Northern Regional Committee (NRC) is set aside. The NRC is, thus, directed to process the application of the petitioner.

Since the prescribed cut-off date is 30.04.2020, the NRC will carry the aforesaid exercise with due expedition, though, not later than four weeks from the receipt of a copy of the order.
