The Petitioner challenges the orders dated 11th April 2013 of the Summary Security Force Court ('SSFC') by which he was awarded the punishment of a severe reprimand and forfeiture of six years service for the purpose of promotion, pension, etc. He also challenges the order dated 3rd September 2013 dismissing his statutory appeal..

3. There is no explanation whatsoever offered by the present Petitioner, for the inordinate delay of over five years in filing the writ petition. Counsel for the Petitioner does not dispute this fact.
