This application has been filed seeking condonation of delay of 511 days in filing the present review petition. 3.

The ground urged in the application for seeking such condonation is that the petitioner had filed a Special Leave to Appeal challenging the Judgment dated 31.05.2024 within time before the Supreme Court. The same, however, came to be dismissed by an Order dated 25.09.2025, whereafter the petitioner was deciding whether to move an application seeking review of the Order of the Supreme Court or of this Court. Later, the petitioner realised that it would be more advisable to move this review petition, and in this entire process, there has been the above delay. 4.

Having considered the contents of the review petition and having heard the learned counsel for the review petitioner/petitioner, we are of the view that the petitioner, in the garb of the present review petition is wanting to re-argue the writ petition which came to be partly allowed by our Judgment dated 31.05.2024. The scope of review is not equivalent to that of an appeal. 8.

We may also note that the Special Leave to Appeal against our Judgment dated 31.05.2024 also stands dismissed by the Supreme Court vide Order dated 25.09.2025 passed in Special Leave to Appeal (C) No (s). 19682/2024, titled K S Dhingra v. Union of India & Ors.. While mere dismissal of the same may not be a ground to bar the present review petition, even having considered the submissions made on merit by the learned counsel for the review petitioner/petitioner and having perused the record, we see no ground to review our Judgment. 9.
