This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:- "(a) Pass an appropriate order, direction or writ in the nature of mandamus or any other appropriate writ directing the respondent No.2/WRC to comply with the directions passed by the respondent No. 1/NCTE in its Appeal Order dated 02.03.2020 and also to comply with the directions passed in W.P.(c) NO. 7151/2021 vide order dated 28.07.2021 and to issue restoration order of recognition for conducting B.Ed. course.

recognized institution on its official website and permit the petitioner/institution to participate in the counselling and admit students for the year 2026-2027, in the interest of justice and in the facts and circumstances of the case and/or (c) Pass an order directing the respondent no.2 to send copy of such restoration order to the affiliating university of the petitioner namely "Jiwaji University, Gwalior" ..." 2.
This order is being passed in view of a similar order dated 07.04.2026 passed in W.P.(C) 4499/2026, covering the present issue. Based upon the said order and using the same reasons and expressions, this order is being passed.

Mr. Kumar, learned counsel appearing on behalf of the petitioner submits that petitioner was granted recognition by Western Regional Committee ("WRC") on 24.02.2014 for conducting B.Ed. Course with an annual intake of 100 seats. He states that statutory appeal was preferred by the petitioner and the matter was remanded by the Appellate Committee to WRC to take further decision.

He submits that the only grievance of the petitioner is that while the matter was remanded by the Appellate Committee the impugned withdrawal order was quashed and set aside and till date the WRC has not issued the restoration order.

For the said reasons, issue notice.

Mr. Kapoor, learned counsel accepts notice on behalf of the respondents and on instructions, affirms the aforesaid factual position. 7.
Let WRC take a fresh decision and communicate the same to the petitioner.

The WRC is directed to issue an order of restoration of recognition within a period of two weeks from today (subject to verification of records), which will govern the rights and contentions of the parties, unless fresh withdrawal order is passed by the WRC.

The petitioner will be permitted to participate in the counselling and admit students for the academic session 2026 -27, till the time a fresh withdrawal order is passed against it.

The status of petitioner as a recognized institution will also be reflected on the official website of respondents/NCTE and will be communicated by the NCTE to petitioner's affiliating body as well as to the concerned department of the State Government. 11.
