After some arguments, learned counsel for the petitioner fairly submits that due to passage of time even if the petitioner were to succeed before this Court, it would be difficult to implement the said judgment across the board. He, therefore, does not press the petition. 2.

The writ petition along with pending application is, accordingly, dismissed as not pressed.

We, however, record our appreciation for the fair stand taken by the learned counsel for the petitioner.
