This is a writ petition filed under Article 226 read with Article 227 of the Constitution of India seeking the following prayers:- "a ) Issue an appropriate writ, order or direction, including a writ in the nature of Mandamus, directing the Respondent No. 1 to consider and decide the Petitioner's Application No. 2526202402121238 for the session of 2025-26 and application no. 262720505225071 for the session of 2026-27 in a time-bound manner and preferably within a period of The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. four weeks or such other period as this Hon'ble Court may deem fit;
b) Issue an appropriate writ, order or direction directing the Respondent No.1 to pass a reasoned and speaking order on the Petitioner's applications in accordance with the applicable statutory framework and communicate the same forthwith to the Petitioner;..."

For the reasons stated in the petition, issue notice. 3.
Mr. Kapoor, learned counsel accepts notice on behalf of the respondent No.1 and Mr. Sharma, learned standing counsel accepts notice on behalf of the respondent No.2.

As regards the application for the session of 2025-26 is concerned, Mr. Kapoor, learned counsel for the respondent No.1, has handed over a Refusal Order dated 17.04.2025, wherein an application for the year 2025-26 has been rejected. As regards the application for the year 2026-27 is concerned, if in accordance with law, the respondent shall consider the same, expeditiously and well in time before the next academic session. 5.
The present petition is disposed of in aforesaid terms, along with pending applications, if any.

The Refusal Order dated 17.04.2025 handed over in the Court today is taken on record.
