The present Petition has been filed by the Petitioner inter alia seeking the following prayers:

"a. Pass the Writ in form of mandamus thereby directing the Respondent no 1 to quash or set aside the impugned order bearing P.S.

V 15014(01) NDFC/03-(Major/Anu/RRP/13-2536 dated 03/12/2013in the interest of justice; and/or b. Pass the Writ in form of mandamus thereby directing the Respondent no 1 to restore the Grade pay of the Petitioner from Rs 8,880/- to Rs 9,220/- and to further pay the deducted arrears of 4 years of unjust deduction to the Petitioner in interest of justice." 2.

A perusal of the record reflects that the present Petition has been filed after a period of more than 12 years from the date the Impugned Order dated 03.12.20213 was passed. The Petitioner has also filed an application - CM APPL. 29321/2026, under Section 5 of the Limitation Act, 1963 seeking condonation of delay of 12 years 4 months and 10 days in filing the present Petition. 3.

Such application is not maintainable as there is no fixed period of limitation for invoking the extraordinary jurisdiction. jurisdiction under Article 226 of the Constitution of India is required to be invoked in an expeditious manner. There is absolutely no explanation for colossal delay of more than 12 years in filing the present Petition.

The Petitioner is stated to be posted at the Indira Gandhi International Airport, Delhi for the last 2.5 years. 5.

Hence, the present Petition is dismissed solely on the ground of delay and laches without examining it on merits. 6.
