% 20.05.2026 1.

This petition is filed seeking to assail the inspection process of contract No.GEMC-511587792953429, arising out of the tender floated through the Government e-Marketplace (GeM) platform, dated 22.04.2025, for the procurement of control line tubing with fittings, allied accessories, and a structured Quality Assurance Plan providing for a stage wise inspection.

2.

The petitioner is stated to be a company engaged in the business of manufacturing and supply of specialised oilfield equipment, including control line tubing and allied components used in oil and gas exploration. It is submitted by the petitioner that respondent no.1 had stalled the contract The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. midway, by placing the inspection process in abeyance. 3.

Learned counsel for the petitioner submits that subsequent to the award of the tender in favour of the petitioner, his eligibility for the tender was challenged through administrative forums, and despite respondent no.1 being a party to said proceedings, no deficiencies, or non-compliances were communicated to him at any stage. It is pointed out that no show cause notice, or reasons have been assigned to the petitioner to explain why the work has been stalled.

4.

Learned counsel further submits that midway stopping of the work is not only causing immense prejudice to the petitioner but it is also detrimental to the interest of the respondents. 5.

In view of the limited issue involved herein, the Court deems it appropriate to dispose of the petition directing the respondent no.1 to deal with the petitioner's grievance within a period of seven days from the date of receipt of the copy of the order passed today. 6.

Let a speaking order be passed by the respondent no.1, if for any reason the work has to be stalled, let those reasons be assigned, otherwise the respondent no.1 shall resume the inspection and take delivery of the contractual material already manufactured and ready for dispatch while completing the balance inspection within ten days. 7.

Accordingly, the writ petition stands disposed of. Pending application also stands disposed of.
