1. The hearing was conducted through video conferencing.

2. This petition seeks to impugn the Circulars dated 06.09.2017 and 12.09.2017 issued by respondent no.2-Registrar of Companies (ROC). At the outset, Ms. Mrinalini Sen, the learned counsel for the respondents, submits that the petitioner stood disqualified way back in 2016, with retrospective effect of the said Circulars. The petition has been filed three years after issuance of the Circulars and four years after their effect upon the petitioner. The petition is evidently barred by laches.

3. In view of the above, the petitioner does not wish to press this petition and seeks to withdraw it with liberty to pursue his remedies, as may be available in law.

4. In the circumstances, the petition, alongwith pending applications, is dismissed as withdrawn. Liberty granted.
