The petitioner has filed the present petition, inter alia, praying that directions be issued to respondent no.2 to consider the petitioner's representation dated 12.01.2019, and further to direct the respondents to issue a passport.

It is averred in the petition that the petitioner had filed an application for a passport on 19.05.2018.

Thereafter, she had received an acknowledgement letter dated 22.05.2018 (indicating file no.DL1062379923218 and Fee Receipt/Reference No. CPG7065996). Subsequently, the petitioner received three messages (SMS). The first

message dated 24.05.2018 informed the petitioner that a passport had been dispatched to her.

Thereafter, the petitioner received messages on 01.06.2018 and 12.10.2018, informing her that the police had submitted a clearance report in respect of the current and permanent address, respectively.

The petitioner's grievance is that despite the aforesaid messages, she has not received the passport.

It is stated that in this background, the petitioner had made a representation dated 12.01.2019 through an advocate. The said notice had also elicited no response. 5.

The learned counsel appearing for the respondents states that he has instructions that the passport was not issued to the petitioner for want of certain documents. He further submits that no representation was received by the concerned authorities.

This Court is not inclined to entertain the controversy whether the representation was sent by the petitioner and duly received by the respondents. It is admitted that the petitioner had applied for the passport and the same has not been provided to her.

In this view, the petition is allowed.

The respondents are directed to consider the petitioner's representation within a period of four weeks, from today. The respondents shall either issue a passport as desired by the petitioner, or communicate the reasons for declining to do so within the aforesaid period. VIBHU BAKHRU, J APRIL 26, 2019 MK
