Petitioner is a convict in FIR No. 92/2011 under Sections 394, 302 and 120B of the Indian Penal Code, 1860, registered at P.S. Ranjeet Nagar. He is presently serving a sentence of life imprisonment in Central Jail No. 2, Tihar, New Delhi.

Through the present petition, the Petitioner seeks a mandamus for directing the Respondent to confine him into a semi-open prison, on account of his long period of incarceration. In support of this request, reliance is placed on Rule 1321 of the Delhi Prison Rules, 2018. 3.

It is noticed that prior to the filing of the present petition, no representation to this effect was made to the concerned Jail Superintendent. 4.
