The Petitioners seek to challenge the communication sent by the Respondent to the Petitioners rejecting the representation made by the Petitioners herein and declaring them as ineligible for registration and allocation of Haj Quota for Haj 2023.

The primary contention in most of the Writ Petitions is that though clarifications were sought for from the Petitioners on some points for which replies have been given. The Representation of the Petitioners have been rejected on entirely different grounds. It is stated that for Haj 2024 also similar clarifications have been sought from the Petitioners and notices have been issued to the Petitioners for which replies have been given and are The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

The Petitioners are directed to give a composite representation to the Respondents in addition to the replies already filed. The Petitioners are also directed to take all the grounds in the representation including the ground taken by them in the present Writ Petition.

Representations/further representations are directed to be given on or before 06:00 PM on 13.01.2024.

Subject to the final decision taken by the Respondents on the representations of the Petitioners, the Petitioners are permitted to apply for Haj 2024. It is made clear that in case the representations of the Petitioners are rejected, then the Petitioners shall not claim equity for consideration for Haj 2024 on the ground that the Petitioners have already filed their applications. It is also open for the Petitioners to challenge the decision taken by the Respondents by taking appropriate steps in accordance with law.

As indicated above, the Respondents are directed to not only consider the representations of the Petitioners but also the grounds taken in the present Writ Petitions while adjudicating the representations. 7.

Let the exercise be concluded within 20 days from today. 8.

With these directions and liberties, the Writ Petitions are disposed of along with the pending applications, if any.
