Heard the learned Counsel for the Petitioner. 2.

The Petition has been filed with the following prayers: "i) Issue an appropriate writ, order or direction directing the Respondents, particularly the Government of NCT of Delhi to consider and take a time-bound decision in exercise of their powers under Article 246(3) read with Entry 46 of List II of the Seventh Schedule, for the purpose of enacting an appropriate statutory framework governing agricultural income, including provisions relating to classification, regulation, exemption, or taxation, as deemed fit in law;

ii) Issue appropriate directions to the Respondent to formulate a transparent verification and regulatory mechanism for agricultural income declared by residents of Delhi, particularly in cases involving high-value disclosures, so as to prevent misuse and ensure accountability."

From a bare perusal of the prayer clause in the Writ Petition, it is apparent that the Petitioner is asking the Court to issue a mandamus to the legislature for enacting a particular law.

Such a mandamus in our clear opinion is impermissible to be issued by the Court in exercise of its jurisdiction under Article 226 of the Constitution of India, 1950.
